With reference to your letter of the 23rd July 1904, No. 25014/04 relative to the responsibility of keeping clear the Albany Nullah at Hong Kong, I am comman- ded by the Lords Commissioners of the Admiralty to transmit a copy of a letter received from the Army Council dated 28th July, 1904, Hong Kong 8/187 (D.F.W,) (W.L. 3319/04), for the information of the Secretary of State for the Colonies.
My Lords see no objection to the suggestion of the Army Council that the matter be referred to the Attorney General of the Colony and that his opinion be accepted as final, and would be glad to know whether the Secretary of State concurs in this arrangement being carried out.
